赞助机构是代表国家或组织向注册机构提交标识符分配申请并提供支持的机构或组织。它可以申请分配标识符，包括ISO或IEC的技术委员会、子委员会、相关算法组、成员国国家机构以及具有联络地位的国际组织。赞助机构向注册与维护管理组提交对ISO 8583变更请求的实体，负责处理其国家或责任区域内的申请并确保申请人使用ISO 8583-1。
