监测方案是为实现流行病学监测目的而制定的系统性计划，包括监测内容、方法、数据收集与分析等。为实现特定目的，对监测工作的要求、方式、方法、进度等进行安排的可操作性方案；为特定目的，按照预定的时间和空间计划，使用可比方法对环境组成部分进行重复观察的过程和计划；为监测工作人员因吸入未密封源放射性核素而面临内污染风险而设计的方案，包括常规、特殊、确认和筛查等类别；为监测职业暴露于钇化合物工作人员而设计的程序，包括目的、方法、频率和数据分析标准；在开展监测工作前应制定的详细计划，包括监测目的、现场调查内容、监测项目、采样方法、采样布点、采样频次、采样器材、现场测试仪器、样品运输、交接和保存、采样安全、试验方法，以及质量控制措施等。
