气候指决定区域气候和空气质量的因素，包括地形、地貌、土地利用和排放情况，影响辐射、热量、水分、动量和物质循环；这是对天气的统计描述，涉及相关量值在数月、数千年乃至数百万年时间范围内的变化，包含气温、降水量、日照时数等要素的统计和评价；气候是大气在一定区域内、一定时间内的状态，是由一组与至少10年（优选30年）期间相关的气象要素和现象表示的大气平均状态，包括一年中周期性和非周期性的变化。
