服务提供商接入是使服务提供商能够访问公共电信网络特定功能的接入设施。它允许服务提供商通过网络接口提供电信服务的机制，是功能性的能力设施而非简单接口。该接入设施使服务提供商能够利用网络能力开发增值服务，促进开放网络生态。
