数据控制者是单独或与他人共同决定个人数据处理目的和方式的自然人或法人、公共机构、服务机构或其他机构。在云服务中，数据控制者通常作为客户存在，决定个人身份信息的处理目的和方式。数据控制者是个人数据处理的责任人，负责确定数据处理的法律或技术框架。
