技术评估是专家对受试产品问题进行研究以进行评价的过程。具体而言，它利用预先收集或专门收集的样本库，对一种或多种生物特征算法进行离线评估，通过分离采集交互与识别过程实现全交叉比较测试。该方法适用于软科学研究，对科学技术的影响进行综合性评价，也可用于水土保持设施数量、质量、进度及防治效果的全面评估，以及固定消防装置是否满足要求的评定。
