托运人是与承运人订立运输合同并将货物交付运输的一方。该术语包括收货人、提单持有人、货物所有人以及任何运输自身危险货物的人。托运人可直接或通过代理人委托主承包商运输危险货物，或在货物运输前拥有或控制危险货物。
