国际紧急优先方案是一种在呼叫和连接建立期间为呼叫方提供优先处理的服务，适用于所有国际电路交换电信服务。方案允许授权用户当服务因损坏、拥塞或其他故障而受限时访问国际电话服务。在危机情况下，政府、军事、民防当局等对公共电信网络的通信需求异常时启用，确保关键通信在资源紧张时仍可接通。该方案本质上是电信网络中的一套优先处理紧急呼叫的机制。
