频率稳定度指信号在给定时间间隔内由于自身或环境因素引起的频率变化程度，通常用Allan方差根值表征。在规定条件下，振荡器输出频率随时间、温度、电压等参数变化而保持稳定的能力，包括调整频差、温度频差等指标。在标准大气条件下，发射机经规定预热时间后，规定持续时间内最大频率变化值的一半与标称频率之比。
